There is no specific prohibition as regards to whistling, but in light of the Quran, whistling is not looked upon as a virtue.
Allah Ta'ala says in the Glorious Quran Chapter 8 Surah Anfaal verse 35: Their (the unbeliever’s) prayer at the House (of Allah) is nothing but whistling and clapping of hands: (its only answer can be) "taste ye the penalty because ye blasphemed."
One cannot say that the act of whistling is actually haraam; the most one may say is that it is disliked, and as such the believers must abstain from it.
Any which way one looks at whistling, it is a disliked act. One never whistles at the sound of the Adhaan or the recitation of the Quran! or any Islamically happy event or occurence. Most people whistle at the tune of modern music and songs, or peverts whistle to attract the attention of the opposite sex; both of which are prohibited in Islam.
Therefore; in the above light it would best to refrain from whistling. Allah Ta'ala knows best.
